Bylaws

ARTICLE I - MEMBERSHIP

  Section 1: Only members of the Good Sam Club in good standing with National Headquarters are eligible for membership in the Time to Travel Sams Chapter of Boise, Idaho. Requirements for joining the Good Sam Club or a Chapter does not require ownership of a RV. Therefore, if a member in good standing (meaning dues are current), and does not own an RV, they can still be a Good Sam Club and Chapter member with all privileges, i.e., voting, meeting attendance, etc.

  Section 2: Each membership includes one couple or single and any dependent children.

  Section 3: For voting purposes, the privilege of voting shall be extended to both husband and wife, or single persons on all matters pertaining to the business of the Chapter. There shall be no voting by proxy.

  Section 4: Any person(s) attending a meeting or outing, other than those listed in Section 2 shall be considered as guests and will be limited to attend not more than three (3) meetings or three (3) outings per year.

ARTICLE II - DUTIES OF OFFICERS

  Section 1: President. The President shall preside at all meetings of the Chapter, shall be an ex-officio member of all committees except the nominating committee, shall preside at all meetings of the Board of Directors, and shall perform all such duties as are incidental to the Office of the President and are properly required of him.

  Section 2: Vice President. In the absence of the President, the Vice-President shall exercise all of the functions of the President and shall be vested with all of his powers.

  Section 3: Secretary. The Secretary shall have charge of all papers, keep such records, make such reports and perform such duties as are incidental to that office, and properly required of him/her by the organization. The Secretary shall also send information to National Headquarters regarding Chapter activities, for possible publication in the Highways, and send Chapter information to the State Director.

  Section 4: Treasurer. The Treasurer shall have charge of the funds of the Chapter, shall conduct its banking business and audit all accounts. Checks drawn shall be signed by the Treasurer or other designated member.

ARTICLE III - ELECTION OF OFFICERS

  Section 1: An officer may be elected to not more than two (2) consecutive terms in the same office.

  Section 2: At the regular meeting held in August, a nominating committee of three (3) members shall be elected by the Chapter. It shall be the duty of the committee to nominate candidates for offices at the September Meeting. Nominations from the floor for candidates for all offices will also take place at the September Meeting. Elections for all offices shall take place at the October Meeting and the installing of new officers will take place at the annual meeting in November.

  Section 3: Candidates must be present to accept the nomination, or acceptance in writing, by the candidate, must be presented to indicate his or her willingness to take the office, if elected.

  Section 4: Officers shall be elected by secret ballot to serve for one (1) year or until their successor is elected, and their term of office shall begin at the close of the annual meeting at which they are elected. The outgoing officers shall turn over all records and inventory in their possession to the newly elected officers at the close of the annual meeting.

  Section 5: Only active members are eligible to hold office. (An active member must have his or her dues current.)

  Section 6: Upon retiring, the President automatically becomes a member of the Board of Directors for one term only.

  Section 7: In case of resignation or other vacancy in the Board of Directors, or an office, the President shall appoint a member to fill the unexpired term with the approval of the Board of Directors.

  Section 8: There shall be only one (1) official ballot for the election of Officers and Directors, which shall contain all the names of those candidates duly nominated according to the provisions of these "BYLAWS". The ballot shall be prepared in due time by the nominating committee for use at the election of Officers and Directors.

ARTICLE IV - APPOINTIVE OFFICERS' DUTIES

  Section 1: These officers shall be appointed by the President at the January Chapter Meeting.

  Section 2: Wagonmaster - shall arrange all trips and caravans. Shall appoint a member for each month to make arrangements for the place to be visited, and lead and take charge of the outing. The Wagonmaster shall present a program in March, of outings at no less than three (3) month intervals for the Chapter's approval or amendment. The Wagonmaster shall serve for one (1) year beginning in January.

  Section 3: Program Chairman - shall provide an interesting and helpful program for every regular meeting and cooperate with those in charge of such social or additional meetings as may be held.

  Section 4: Publicity Chairman - shall furnish publicity of Chapter meetings and outings.

  Section 5: Legislative Representative - shall keep the Chapter informed of proposed laws affecting recreational vehicle owners and notify National Headquarters when it is deemed necessary, by working with the State Good Sam Representative. (Call Secretary for name).

ARTICLE V - MEETINGS

  Section 1: The regular meeting in November shall be known as the annual meeting and shall be for the purpose of installing officers, receiving reports of officers and committees and for any other business that may arise.

  Section 2: Special meetings may be called by the President or by the Board of Directors and shall be called upon the written request of 50 percent of the members of the chapter. The purpose of the meeting shall be stated in the call. Except in case of emergency, at least three (3) days notice shall be given.

  Section 3: A simple majority of the members of the Chapter shall constitute a quorum.

  Section 4: The rules contained in the current edition of "Robert's Rules of Order" shall govern the Chapter in all matters not covered by the Constitution and Bylaws.

  Section 5: The order of business in conducting all meeting shall be as follows:
  1. Call the meeting to order.
  2. Call role of members.
  3. Introduction of new members and visitors.
  4. Read minutes of previous meeting (general and Board of Directors).
  5. Treasurer's report.
  6. Committee reports.
  7. Unfinished business.
  8. New Business.
  9. Good of the Chapter (elections, installation, etc.).
  10. Adjourn.

ARTICLE VI - AMENDMENT OF THE BYLAWS

These Bylaws can be amended at any regular meeting of the chapter by a threefourths (3/4) vote, of the quorum of members present, provided that the amendment has been submitted in writing at the previous meeting.

ARTICLE VII - EFFECTIVE DATE

  Section 1: The Chapter Constitution and Bylaws shall not conflict with the National Constitution and Bylaws of the Good Sam Recreational Vehicle Club.

  Section 2: The Chapter Constitution and Bylaws will be effective upon acceptance by the membership and upon ratification by State and National Headquarters.

  Section 3: The Chapter will only use the Good Sam name and logo in good taste and to promote the Good Sam Pledge and Chapter activities and in a manner consistent with the Club constitution, Bylaws and General Policy. The Chapter agrees to cease and desist from all use of the Good Sam name and logo upon loss of its charter from the club for any reason.

ARTICLE VIII - DISBANDMENT

  Section 1: The Executive Committee must notify the State Director and all members listed on the current Chapter roster, and in writing of the Chapter's intention to disband, unless objection is voiced by Chapter members to both the State Director and the Executive Committee within thirty days of receipt of letter.

  Section 2: Upon official dissolution of Chapter, the Chapter Charter must be forwarded to the State Director, to be returned to International Headquarters.

  Section 3: If this Chapter should decide to disband, all moneys still left in the Chapter treasury shall be distributed as follows: (contributed to a charitable organization of the Chapter's choosing).
